Building & Code Enforcement Division

Overview

The Building and Code Enforcement Division of the Community Development Department ensures timely review and issuance of permits, inspection services and uniform enforcement of all Village ordinances, codes and regulations relating to new construction of buildings and structures including improvements and repair, alteration and demolition of existing buildings and structures.

Policy and procedure updates effective January 1st, 2023:

  • The following contractors will be required to complete the online registration process:
    • General Contractor
      • Signed $20,000.00 surety bond
      • $100.00 payment
    • Electrical Contractor
      • Copy of current electrical license
      • Signed $20,000.00 surety bond
      • $100.00 payment
    • Plumbing Contractor
      • Copy of 055 IDPH plumber’s license
      • Copy of 058 IDPH plumber’s license
      • $100.00 payment
    • Irrigation Contractor
      • Copy of 060 IDPH plumber’s license
      • Copy state cross-connect license
      • $100.00 payment
    • Roofing Contractor
      • Copy of current State of Illinois roofing license
      • Signed $20,000.00 surety bond
      • $100.00 payment
    • Excavation Contractor
      • Signed $20,000.00 surety bond
      • $100.00 payment
    • Concrete Contractor
      • Signed $20,000.00 surety bond
      • $100.00 payment
    • Homeowner
      • Permitted to work in the following trades: plumbing, roofing, electrical, general, concrete, excavation
      • Not permitted to work on irrigation RPZ (backflow prevention)
      • Legal signed document
  • Plan Review Submittal Fees:
    • Residential – Based on Cost of Job:
      • Up to $15,000.00 = $50.00
      • $15,001.00 to $50,000.00 = $100.00
      • In excess of $50,000.00 = $150.00
    • Commercial – Based on Cost of Job:
      • Up to $100,000 = $200.00
      • $100,001.00 to $500,000.00 = $400.00
      • In excess of $500,000.00 = $600.00
  • Base Building Permit Fee is $18/$1000 on the Cost of Job.

International Code Rules


In order to sustain a long-term investment in the community, the Village of Deerfield has adopted building codes published by the International Code Council along with other ordinances and development standards. These standards have been adopted to protect the general public, businesses, and property owners of the community and to ensure public safety and welfare throughout the Village. The following building codes have been adopted by ordinance:

The Village of Deerfield Adopted the 2018 International Codes, which are published by the International Code Council (ICC) and the 2017 National Electrical Code (NEC) Administered by the NFPA. Effective October 1, 2019, the Building Division will perform plan reviews and code interpretations using these updated codes. The Building Division is instrumental in coordinating with other Village departments in the implementation of projects throughout the Village. The department also issues contractors licenses and semi-annual elevator inspection certificates. In addition, staff provides assistance to the Board of Building Appeals, Board of Zoning Appeals, Electrical Commission and other commissions as requested.
