Boards and Commissions

There are nineteen boards and commissions appointed to assist the village board in its policy-making decisions. While most operate at the sole discretion of the village board, some have specific duties and obligations established by state law. The overall communication process between the village and its residents is enhanced through the voluntary service of more than 100 citizens who serve as advisors to the Mayor and Board of Trustees. All positions on these boards are non-salaried.

Appearance Review Commission
 

Membership: Consists of seven members appointed for three year overlapping terms.
Duties: Reviews exterior design of new and remodeled buildings and site plans on properties in the Village Center and in C-2 outlying commercial districts. The committee's findings are final; however, their decisions can be appealed directly to the mayor and board of trustees.
Meetings: Fourth Monday of the month

Board of Building Appeals
 

Membership: Consists of seven members appointed to five-year overlapping terms.
Duties: Hears appeals on decisions made by the code enforcement officer enforcing the building ordinances and recommends action to the board of trustees regarding such appeals.
Holds hearings and makes recommendations to the Board of Trustees regarding changes in the building codes.
Meetings: On call

Board of Zoning Appeals
 

Membership: Consists of seven members appointed to five year overlapping terms.
Duties: Hears and makes recommendations on applications for variations to the zoning ordinance. Hears and rules on appeals from orders or decisions made by the administrative officer enforcing the zoning ordinance.
Meetings: First and third Tuesday of the month if a variation request is pending.

Cable and Telecommunications Commission
 

Membership: Consists of nine members appointed to three-year overlapping terms.
Duties: Regulates the use of the Village's right-of-way by telecommunications service providers. Oversees the Village's cable TV system, including operation of the Deerfield Info Channel. Resolves customer complaints relating to cable TV service.
Meetings: Fourth Tuesday of the month.

Cemetery Association
 

Membership: Consists of three members appointed to indefinite terms.
Duties: Arranges for the care and maintenance of the Deerfield Cemetery. Maintains records of plot ownership at the cemetery.
Meetings: On call

Community Relations Commission
 

Membership: Consists of nine members appointed to three-year overlapping terms.
Duties: Study and recommend means of developing better relationships among all residents in all community activities. Identify and evaluate the social, recreational and developmental needs of village youth and how they might participate in all aspects of community life. Initiate and conduct educational and informational programs to promote diversity. Award village assistance to senior residents in accordance with established eligibility criteria.
Meetings: Second Tuesday of the month

Electrical Commission 
 

Membership: Consists of five members appointed to four-year coterminous terms.
Duties: Recommends standards, specifications, and rules and regulations governing the installation, alteration, and use of electrical equipment in the Village.
Meetings: On call

Energy and Recycling Commission
 

Membership: Consists of seven members appointed to three year overlapping terms.
Duties: Studies and advises the board on matters relating to the recovery of resources and energy conservation. Reviews issues relating to recycling activities in the village in connection with Deerfield's participation in the Solid Waste Agency of Lake County (SWALCO).
Meetings: On call

Family Days Commission
 

Membership: Consists of nine members appointed to three-year overlapping terms.
Duties: Organize, plan and conduct Family Days events and activities celebrating Independence Day in Deerfield Promote and encourage volunteer involvement and community participation in the events. Solicit donations from residents and local businesses to support Family Days activities.
Meetings: On call

Fine Arts Commission
 

Membership: Consists of seven members appointed to three year overlapping terms.
Duties: Promotes and encourages the artistic and cultural environment within the Village. Sponsors and coordinates events and activities which enhance cultural enrichment opportunities for residents.
Meetings: Third Monday of the month.

Manpower Commission
 

Membership: Consists of five members appointed to three-year overlapping terms.
Duties: Reviews applications and interviews candidates for the village boards and commissions and makes recommendations to the Mayor and Board of Trustees.
Meetings: First Tuesday of February, May and October

Plan Commission 
 

Membership: Consists of seven members appointed to three-year overlapping terms.
Duties: Conducts public hearings and makes recommendations on all land use petitions filed with the village which, by state statute, require said hearings. Recommends updates to the village's Comprehensive Plan. Reviews zoning and subdivision regulations for conformance with the Comprehensive Plan.
Meetings: Second & fourth Thursday of the month.

Police Commission
 

Membership: Consists of three members, appointed to three-year overlapping terms.
Duties: Tests and qualifies new officer applicants and maintains an eligibility list for future appointments. Conducts promotional examinations. Holds hearings, when required by state law, on disciplinary charges filed by the Chief of Police against sworn personnel.
Meetings: On Call

Police Pension Board
 

Membership: Five members consisting of two civilians appointed by the mayor, two members elected from active police officers and one member elected from the beneficiaries of the pension fund, all appointed for two year terms.
Duties: Invests, controls and manages the affairs of the police pension fund.Determines the eligibility criteria of applicants and authorizes the distribution of funds as provided by statute.
Meetings: Quarterly

Safety Council
 

Membership: Consists of seven members appointed to three-year overlapping terms.
Duties: Reviews traffic related issues raised by the public and staff and recommends specific safety measures to address the problem. Promotes public programs designed to make the general public more safety conscious in everyday, normal activities.
Meetings: Fourth Tuesday of the month

Sister City Committee
 

Membership: Consists of five members for indefinite terms.
Duties: Communicates with and maintains friendly relations with Ludinghausen, Germany.
Meetings: On call

Stormwater Management Committee
 

Membership: Consists of seven members appointed to indefinite terms.
Duties: Makes recommendations to the mayor and board of trustees regarding improvements to the storm and sanitary sewer systems.
Meetings: On call

 

Sustainability Commission
 

Membership: Consists of twelve members appointed to three year terms.
Duties: Acts in an advisory capacity to the President and Board of Trustees, to the Village administration and to the Deerfield community to optimize the potential of the Village in environmentally sound practices with a view toward improving the local environment for the benefit of our citizens, businesses and neighbors. 
Meetings: On call

Village Center Development Commission
 

Membership: Consists of nine members appointed to three year overlapping terms.
Duties: Reviews all land use issues within the Village Center Zoning District. Considers initiatives and programs to promote the village center as the focal point of the community. Makes recommendations for enhancing the village center through potential redevelopment and public improvements.
Meetings: First Wednesday of the month
