Wilmot South Infrastructure Project

 Project Limits: Lake Cook Rd. to Deerfield Rd.

The purpose of the Wilmot Road South Infrastructure Rehabilitation project was to reconstruct or rehabilitate portions of the existing Village owned infrastructure. The project limits were Wilmot Road between Lake Cook Road and Deerfield Road. A ranking system, based upon the Infrastructure Management Systems (IMS) report and the water main replacement study, was drawn upon to determine extent of the work to be performed. The scope of the overall work for the improvement included the rehabilitation of the existing roadway, water main replacement, point repairs on storm and sanitary sewer systems, traffic signal modernization, and sidewalk replacement as needed.  Wilmot Road between Gordon Terrace and Deerfield Road was closed to southbound traffic for the duration of the project and reopened on November 25, 2009. 

The latest IMS roadway condition study determined that the existing 5,280 linear feet of pavement was in poor condition. The existing sub-grade was found to be in good condition and remained in place.  Therefore, full depth reconstruction of the pavement was not required; rather a patching and resurfacing of the existing pavement was performed.  Some geometric changes included the construction of a southbound right turn lane near the Walgreens’ campus and the Hyatt Campus. The addition of the right turn lane did not require the purchase of property from private entities. 

The existing sanitary sewer and storm sewer connections for each residential property was evaluated and  repaired or replaced as necessary. Properties that did not have a storm sewer connection were provided a service connection that extended from the Village storm sewer main to a location two (2) feet behind the back of curb. Providing new storm and sanitary service connections will reduce the potential of developers cutting into a newly constructed road during extensive residential reconstruction. Only point repairs were performed on the main line storm and sanitary sewers. However, sanitary and/or storm sewer lining will be performed as the project nears completion to reinforce the existing systems and reduce potential for Inflow and Infiltration. 

The pre-existing water main within the project limits failed many times over the past several years.  As a result, the water main required replacement.  The replacement of the water main included new valves, hydrants, and a 1 ½ inch copper service connection to the shutoff valve in the parkway of each residential property.  A new water main system will provide for better service to the public with fewer disruptions and a lower overall maintenance cost. 

The pre-existing pedestrian traffic signal on Wilmot Road did not meet Manual on Uniform Traffic Control Devices (MUTCD), Institute of Transportation Engineers (ITE), or Illinois Department of Transportation (IDOT) specifications. The traffic signal required full reconstruction to meet current standards. The new signal was reconstructed using the latest Light Emitting Diode (LED) technology, pedestrian countdown signals, and a battery back up system. The LED signals will reduce energy consumption by 85%, and the battery back up system will allow the traffic signal to operate on battery power for up to six hours in the event of an electrical power disruption. 

The Village of Deerfield submitted a Phase I Report and design plans to the Illinois Department of Transportation (IDOT) and has received approval for the rehabilitation of Wilmot Road between Gordon Terrace and Deerfield Road. Based upon plan approval, the project was posted on the June 12, 2009 IDOT letting, thereby allowing a construction completion date of November 25, 2009.

Through the American Recovery and Reinvestment Act (ARRA), the Federal Highway Administration (FHWA) will match a portion of the cost for construction and construction engineering. The maximum Federal participation was $1,445,773 for engineering and construction combined.  The total construction cost responsibility for the Village is estimated to be $1,453,000, part of which was funded with $494,000 of Motor Fuel Tax (MFT) money that is received annually from IDOT for street maintenance. As a result of funding through the ARRA and MFT, the total Infrastructure Replacement Fund shared approximately $853,000.
