Wastewater Reclamation Facility Renovation

The work officially began in January of 2011 and is currently more than 50% complete. The Village and the Contractor have been working toward the June 2013 completion deadline, and expect to have the project done on time.
Though many residents may not be familiar with the construction or operation aspects of this type of project a few of the major work items that are underway, or have already been completed are as follows.
• The majority of the underground work such as influent sewer lines, storm sewer, water lines, etc. have been installed.
• The new stand alone WRF generator has been installed, though it is not full operational. That is enough power to operate the WRF, in the event of a Commonwealth Edison power outage.
• Recent bypass pumping operations, where sanitary flows were pumped through pipes over the west fork of the north branch of the Chicago river, allowed the completion of the influent pumping station, and the installation of new interceptor manholes within the site. This is the main receiving point for all of the sanitary sewage that is treated by Deerfield. Currently 100% of the sanitary sewage is being received by the new influent pumping station.
• Older facilities, such as the trickling filters and an-aerobic digesters are systematically being demolished or modified to make room for new treatment technologies. Some of the new technologies include the new influent pumping station, aeration tanks, and a fourth secondary clarifier.
• The contractor is currently working on constructing the permanent UV disinfection facility, the outfall structure which will be operational by late April.
• The contractor is also working on the bio-solids handling building, which is expected to be complete by July.
• The WRF staff is receiving training to learn the nuances of the new equipment and processes allowing for a smooth transition when construction nears completion.

PROJECT HISTORY
On November 1st, 2010, the Village Board approved a construction contract with Joseph .J. Henderson and Son of Gurnee, IL for the renovation of the Wastewater Reclamation Facility (WRF). This critical facility, located at 1045 Hackberry Road was built in 1954 and incurred major expansions in 1960, 1964 and 1975. Among the many improvements to be constructed are new influent sewers, an influent pumping station and preliminary treatment facility. The existing administration building will be converted to a maintenance and storage building. A new administration building will be built and we will seek LEED certification. There will be storm water and influent sewer improvements, site work and demolition.
The contractor has been making preparations to begin construction since the contract was awarded. Mobilization is now underway and the contractor is beginning to prepare and secure the site for construction. Temporary security fencing and relocated access points are some of the earliest visible activities starting this week. The contractor is bringing in earth moving and demolition equipment along with construction trailers.
Construction of the facility improvement is expected to continue through the next few years. Wastewater treatment will continue uninterrupted through the duration of the project.
Of particular interest to residents and users of the adjacent facilities will be the temporary closure of Hackberry Road, approximately 500 feet west of Locust to vehicular traffic. New underground piping will be installed in the roadway making it impassible for several months. This area will be clearly fenced off. The construction zone will also impact sections of the pedestrian path on the north side of Hackberry Road. Access to the pedestrian bridge over the West Fork, North Branch, Chicago River will remain accessible throughout the project.
We recognize that Hackberry Road is used for overflow parking for Shepard School events. Until the time Hackberry Road is re-opened, we encourage use of the Public Works/ Park District Building parking lot at 465 Elm Street and the Patty Turner Center parking lot at 375 Elm Street. Both lots are adjacent to Brickyards Park and just two blocks from the school.
During the work day there will be an increased number of construction vehicles on the local roads to the WRF. The primary route will be Waukegan Road to Osterman Avenue to Elm Street to Poplar to Locust to Hackberry. All pedestrians are encouraged to use the sidewalks which are adjacent to all these roadways. Please remind the children walking in these areas to use the sidewalks too. Please cross the streets at intersections.
Parking will be prohibited on Hackberry Road during the work day. Work day parking restrictions will be instituted on Locust and Poplar if it is determined to be necessary during construction to reduce the chance of property damage or injury.
